The Scrap Tire Grant program provides financial assistance to Ohio’s local governments, businesses, schools, colleges, and non-profit organizations for the following purposes:
- to convert manufacturing operations to accept scrap tire material as feedstock
- to expand tire processing
- to utilize scrap tire material in civil engineering projects
- to develop recycling related technology for scrap tire material
ELIGIBILITY CRITERIA
Applicants must be an agency of the state, as established in Ohio Revised Code Sections 343, 1502, and all applicable sections of the ORC. An agency of the state may be any of the following:
- municipal corporation
- township
- county
- solid waste management district or authority
- board of education or joint vocational school district
- state college or university
- park districts created under section 511.18 and 1545.04 of the ORC
Businesses or non-profit organizations seeking scrap tire market development funding must secure a sponsor to serve as the grant applicant. Applicants may sponsor multiple private sector businesses (cooperating enterprises) that address recycled Ohio scrap tire material. Projects that impact the largest Ohio market area and consume the largest volume of scrap tire material will receive increased consideration.
SCRAP TIRE GRANT SAMPLE PROJECTS
Manufacturing or processing projects may include the following:
- facilities that use crumb rubber to manufacture value-added products
- scrap tire processing equipment, including shredders and conveying systems
- projects that convert scrap tire or rubber-based material products into civil engineering applications
Civil engineering applications could include use of scrap tire material:
- around bridge abutments
- for paving projects
- for construction backfill around publicly owned and operated buildings
- for new construction of athletic complexes
Research and development projects may include:
- laboratory tests of products made from tire-derived materials
SPECIAL CONDITIONS
Applicants sponsoring scrap tire grant projects must enter into a contract with the business or non-profit organization that will implement the grant-approved activities. The applicant must demonstrate that the business or non-profit organization will commit a financial contribution that is equal to or exceeds the amount requested in division grant funds. The match must be a cash contribution or a documented line of credit dedicated to the project.
PAYMENT SCHEDULE
Subject to cash availability, grantees will receive an advance grant payment, to be used for program costs according to the Grantee’s approved application and grant agreement. The remaining grant balance will be held in reserve to reconcile the grant at closeout.
