The Market Development program offers grant funds to Ohio’s businesses that propose to create the infrastructure necessary for successful markets of recyclable materials and related products. The division is seeking proposals involving one or more of the following materials collected or processed in Ohio:

  • carpet and padding
  • construction and demolition debris
  • electronics
  • glass
  • old corrugated cardboard
  • organic (food and fiber-based) material
  • plastic

The Ohio Department of Natural Resources is also soliciting grant applications proposing the implementation of distributed energy resource and waste to energy projects including but not limited to industrial heat recovery, and landfill or biomass methane for electric generation.

ELIGIBILITY CRITERIA
Those eligible to apply include:

  • Ohio cities with a population greater than 50,000 - based on the most recent U.S. Census
  • Ohio counties
  • Ohio solid waste management districts/solid waste management authorities

FUNDING CRITERIA
These competitive grant awards will be issued based on nine factors:

  • Demonstration of positive economic and environmental impact regionally or statewide
  • Assurances that the project will accomplish stated goals and is transferable
  • Potential for evolution into a permanent service or program without future division funding
  • Applicant’s past performance in grant administration and project management, if applicable
  • Consistency with the strategic goals of the local solid waste management plan
  • Qualifies as a specified project and includes one or more targeted materials
  • Financial need of the applicant will be taken into consideration
  • Availability of grant funding
  • Submission of required forms and comprehensive responses to all applicable questions

SPECIAL CONDITIONS

  • Applicants must demonstrate that the cooperating enterprise will commit a minimum of 100% matching funds, equal to the amount requested in grant funds. The match must be a cash contribution or a documented line of credit. The maximum grant period for the Market Development Grant is 24 months. Applicants sponsoring these projects must enter into a contract with the business that will implement the grant-approved activity.

PAYMENT SCHEDULE
Subject to cash availability, grantees will receive an advance grant payment, while the remaining grant balance will be held in reserve to reconcile the grant at closeout.
