ACID MINE DRAINAGE ABATEMENT PROGRAM

Watershed groups involved in the long-term cleanup of watersheds impacted by acid mine drainage; the watershed must qualify as a hydrologic unit.

• Funds may be used for data collection and analysis necessary to qualify a watershed as a hydrologic unit.

• For long-term monitoring of water quality changes resultng from an abatement project.

• For engineering design and construction costs for a priority reclamation project in the qualified hydrologic unit.

• Grantee provides matching funding, including in-kind services, for 50% of the cost of the proposed project.

ORPHAN WELL LANDOWNERS

Surface owners of real estate on which an orphaned oil or gas well exists; partnership with landowners, federal agencies, local municipalities

• Pre-qualified landowners may act as the general contractor to plug and restore an orphan well through an approved well plugging contractor, then be compensated for 100 percent of the reasonable costs.

• To qualify, the landowner must apply during an allotted time period and include a plugging plan approved by the Orphan Well Program.

• Grants are awarded on the basis of health and safety or environment hazard as determined by the division.

COASTAL MANAGEMENT ASSISTANCE

Local governments, state agencies, educational institutions, and non-profit organizations (501c3) for projects as defined by the Ohio Coastal Management Program Areawide agencies such as regional planning and port authorities

• Applicants must provide at least 50 percent of the total project costs as nonfederal match (also referred to as a 1:1 match).

• Federal funds are administered by the state in cooperation with the National Oceanic and Atmospheric Administration.

• Projects must preserve, protect and enhance Lake Erie area coastal resources or improve public access to them.

• Projects may include waterfront revitalization, habitat restoration and development of certain types of recreational facilities such as boardwalks, trails and observation decks.

• Activities may include comprehensive planning, growth management or sustainable communities planning, feasibility studies, projects that improve decision-making processes, planning for reduction of risks from coastal hazards, and development of geographic information systems.

COASTAL & ESTUARINE LAND CONSERVATION

Local governments and state agencies, as defined at 15 CFR 24.3, or entities eligible for assistance under section 306A(e) of the CZMA (16 USC 1455a(e))

• Provides federal funding for the purchase of significant coastal and estuarine lands within Ohio’s Lake Erie Watershed, or conservation easements on such lands, from willing sellers. The goal of the program is to fund projects that ensure conservation of these lands for the benefit of future generations, and that can be effectively managed and protected.

• Applicants must provide at least 50 percent of the total project costs as nonfederal match (also referred to as a 1:1 match).

• Up to three projects, each with a maximum request of $3 million, are referred by the state of Ohio to the National Oceanic and Atmospheric Administration for final consideration and funding.

Businesses or non-profit organizations seeking market development funding must secure a sponsor to serve as the grant applicant.  Applicants (sponsors) must ba an agency of the state, as established in ORC Sections 343, 1502, and all applicable sections of the ORC.  An agency of the state may be a municipal corporation, county, township, state college or university, and solid waste management district or authority.  Applicants may sponsor multiple private sectors, businesses (cooperating enterprises) or non-profit organizations.

• Projects must be cooperative with businesses (Cooperating Enterprises) to strengthen markets for post-consumer recyclables collected in Ohio.

• Maximum grant amount is $250,000.

• Applicants provide at least an equal financial contribution to the project as the amount requested in grant funds.

• Endorsement by the chairperson of the county board of commissioners, solid waste district, solid waste authority, or city council is required.

Litter Clean Up

• Project funding for a litter cleanup activity on public lands, roadsides or waterways between March 1 - May 31.

• All litter cleanup activities must involve the use of volunteers.

• Eligible expenditures include equipment, signage, disposal & cleanup fees related to litter and tire collections, print and production costs, as well as litter prevention education and awareness supplies.

WATERSHED COORDINATORS

Non-profit organizations, local and regional units of governments

• The Ohio Watershed Coordinator Grant program provides up to $35,000 per year for up to four years to support local employment of "watershed coordinators." 20% minimum cash match is required (10% in "economically distressed counties). Grant and cash match may only be used to compensate a full-time employed watershed coordinator, and the watershed coordinator must develop and adhere to an approved annual work plan. Grant selection is typically based on a competitive application process, however grants may be offered to specific watersheds or regions based on State priority. 4-year grants may be offered to coordinate development of state endorsed watershed action plans. 3-year grants may be offered to coordinate implementation of state endorsed watershed action plans. All local units of government and non-governmental organizations are eligible to apply. Requests for proposals are distributed based on funding availability, and timing can vary from year to year. Federal grant rules and requirements apply to expenditure of grant and match funds.

BOATING SAFETY EDUCATION

• Grants fund boating education courses and promotion of safe boating practices to the boating public.

• Top priority is given to proposals offering ODNR's eight-hour Ohio Boating Education Course or other approved courses meeting the requirements of Ohio's mandatory boating education law.

• The division supports an additional offering of skill development to enhance boating education.

• Applications are also accepted on the dissemination and promotion of boating safety information.

WETLAND RESTORATION ASSISTANCE

Individuals and organizations to assist with costs associated with wetland restoration projects on private lands in Ohio

Projects include tile cuts and/or construction of small, low-level dikes to restore or enhance hydrology.

Eligible landowners can receive 50% cost-share for wetland restoration or a maximum of $500 for each acre of wetland restored if they agree to a 10-year maintenace agreement.

Twenty-year agreements can pay up to 100% of the cost, not to exceed $1,000 for each wetland acre restored.

National Archery in Schools Program (NASP)

Offered to local schools that have teachers and/or staff members certified as NASP Basic Archery Instructors through the Division of Wildlife

Designed to provide funding to assist with the purchase of program equipment and materials that are otherwise unaffordable to the school. One time grants to offset the initial start up costs; this grant does not provide on going funding to NASP participating schools.

This is a one time start-up grant intended to offset the initial equipment and materials cost. There is an application packet provided to all newly trained schools which explains the application process. These grants are only available to schools that agree to introduce NASP as a part of their in-school Physical Education curriculum for a minimum period of five years.
