Map Modernization Plan for Ohio 2006 Update

Map Modernization is a program initiated by FEMA in order to update flood hazard maps throughout the nation. Partnerships have been established between FEMA and many agencies and organizations (state, regional, and local) in order to enhance disaster resistance. The Ohio Department of Natural Resources, Division of Water (Water) plays an active role in such a partnership by aiding communities throughout the state in their map-update needs. This business plan describes activities undertaken by Water and how they collectively meet FEMA's map modernization objectives. This document provides the Cooperating Partners Memorandum of Agreement between ODNR and FEMA and the respective Mapping Activity Statement.
FEMA's Procedure Memorandum 43--Guidelines for Identifying Provisionally Accredited Levees (Go to PM 43 on FEMA's web page)
Early in the implementation of Map Modernization, FEMA recognized that the role of levees in flood risk reduction would be an important part of the mapping efforts. In addition, they noted that many of the levees throughout the nation had not been assessed since they were originally mapped as providing 1-percent-annual-chance flood protection. Procedure Memorandum 43 provides guidance on how levees will be handled in terms of flood mapping projects so as to minimize the impact on the timing of the map update process.
FEMA's Procedure Memorandum 34--Interim Guidance for Studies Including Levees (Go to PM 34 on FEMA's web page)
Levees protect numerous communities throughout the nation from floods, and there is a notable tie between these structural flood-control means and the NFIP. However, there is limited information available on the location and integrity of these structures, and it becomes even more difficult to determine how much protection these levees provide. Procedure Memorandum 34 helps to clarify the entities responsible for providing this information on levees identified during the map update process.
FEMA's Mid-Course Adjustment: Executive Overview

The Mid-Course Adjustment described in this report will provide greater flexibility for FEMA to meet state needs and is estimated to result, at the end of the initiative, in a digital flood layer that covers 90 percent of the Nation's flood risk. This mapping will have been based on factors such as population, flood history, growth potential, and other similar characteristics. More importantly, this adjustment will ensure that those communities at greatest risk will be less vulnerable to future flood events.
FEMA's Multi-Year Flood Hazard Identification Plan (Go to plan web page)
The Multi-Year Flood Hazard Identification Plan (MHIP) is FEMA's broad, overall plan for updating the nation's flood maps. The MHIP shows all counties in the nation, and identifies the relative sequence of approximately when map updating will commence in each of them. This plan is a living document, as it will be revised semiannually based on funding, program changes and sequence changes.
FEMA's Project Scoping Process
The scoping stage of the map update process is very important because it dictates the work that will be performed during map production. This work may entail new detailed studies, redelineation of floodplain boundaries, incorporation of leverage studies, etc. This presentation was developed by FEMA to provide an overview of Map Modernization and project scoping. It provides a look at the different types of information that can be incorporated into Flood Insurance Rate Maps so they may better depict flood hazards in particular areas.

FEMA flood maps are available to the public, and you can print your own "FIRMette" using this service. A "FIRMette" is a FREE 8.5" X 11" flood insurance rate map of your respective geographic area.
