Coastal Resources Advisory Council

To advise the Director of ODNR on the Ohio Coastal Management Program and to promote, protect, enhance, and encourage the wise use of Lake Erie's coastal resources and its watershed.

The Coastal Resources Advisory Council is defined in Ohio Revised Code Section 1506.12 to: Photo: Council members discuss coastal managment issues at a quarterly meeting.

Advise the director on coastal management laws.
Recommend to the director such policies and legislation as are necessary to preserve, protect, develop, and restore or enhance the coastal resources of the state;
Review and make recommendations to the director on the development of policies, plans and programs for long-term, comprehensive coastal resource management, including, without limitation, the coastal management program document.
Recommend to the director ways to enhance cooperation among governmental agencies.

Membership: Current Members

The 19 members of the Coastal Resources Advisory Council are appointed to four-year terms by the ODNR director in accordance with Ohio Revised Code Section 1506.12. Members represent a broad range of interests, experience, and knowledge relating to the management, use, conservation, protection and development of coastal area resources.

The council is required to have at least one member from each shoreline county (Lucas, Sandusky, Ottawa, Erie, Lorain, Cuyahoga, Lake and Ashtabula) and at least one shall be a public official of such a county; at least three individuals who own private littoral property in a shoreline county; at least one public official of a municipal corporation that is located in a shoreline county; at least two individuals who are members of the Ohio association of realtors and whose places of business as specified in section 4735.16 of the Revised Code are located in the shoreline area; and at least two individuals with experience in residential and commercial land development in the shoreline area. Additionally, no more than ten members of the council shall be from the same political party.

Rodney Althaus Ottawa County First Appointed: 02/01/2005 Current Term Ends: 02/01/2012	Mr. Althaus is a PADI Master Scuba Instructor and the owner and operator of New Snorkel and Scuba Center in Port Clinton. The New Wave Snorkel and Scuba Center is a complete professional PADI 5-Star Dive Center and is entering its 18th year of serving Northwestern Ohio. Mr. Althaus has been a member of the Ottawa County Sheriff's Underwater Response Team since 1991. He is also the dive coordinator and sponsor of the annual Ohio Coast Weeks Put-in-Bay Underwater Clean up, a 15-year volunteer swim instructor for the Learn to Swim Program at Port Clinton’s Jefferson Elementary School, and a member of the Bay Area Divers Scuba Club.
John H. Born Lorain County Term Ends:02/01/2010	Mr. Born is a farmer of Livestock and Cash Grain.
Jason Boyd Lake County First Appointed: 02/01/2008 Current Term Ends: 02/01/2012	As a Senior Planner of the Lake County Planning Commission, Mr. Boyd examines land development and zoning patterns and trends, assists the general public with GIS requests, floodplain determinations, topographic data and zoning/subdivision inquires. He has worked closely with Leroy and Painesville townships’ Comprehensive Plans and is the chairman of the Lake County Coastal Plan Committee. Mr. Boyd is a member of the Ohio Planning Conference, the American Planning Association, the Ohio State University Extension Board and the Ohio State University Sea Grant Committee. Mr. Boyd also serves on the Laketran Board of Trustees.
Cindy Brookes Sandusky & Seneca counties First Appointed: 02/01/2008 Current Term Ends: 02/01/2010	Ms. Brookes is the Sandusky River Watershed Coordinator and is employed by the WSOS Community Action Commission, Inc. As coordinator, Ms. Brookes works with federal, state and local agencies, and citizens to improve and protect the water quality of the Sandusky River and Bay watershed. Ms. Brookes is also a member of the Ohio Lake Management Society.
Daniel Clemons Ottawa County First Appointed: 02/01/2008 Current Term Ends: 02/01/2012	Mr. Clemons has 35 years of experience in the retail marine industry on Sandusky Bay. He works in the Marine Sales and Service Department at Clemons Boats, Inc. (www.clemonsboats.com). Mr. Clemons is active in the Lake Erie Marine Trades Association which sponsors several major boat shows and lobbies at the state and national level on behalf of boater's interests nationwide.
Tom J. Denbow Cuyahoga County First Appointed: 08/01/2002 Current Term Ends: 02/01/2010	Mr. Denbow is the director of water and ecological resources for URS Corporation’s Cleveland Office. A littoral landowner, he is the former executive director of the Chagrin River Watershed Partners and a current member at-large on the Chagrin River Watershed Partners Board of Trustees. He also serves as the Chairman of the Cuyahoga Remedial Action Plan Board of Trustees and Chairs the Cuyahoga RAP Coordinating Committee.
Eric Dodrill Erie County First Appointed: 02/01/2005 Current Term Ends: 02/01/2010	Mr. Dodrill has been employed as District Director of the Erie Soil and Water Conservation District since 2001. Previously, he worked for Perkins Township (Erie County) as township engineer after eight years in private engineering in north central Ohio. His experience with the development community, government agencies and growing up on a small farm in rural West Virginia provides a good base to approaching professional challenges. Mr. Dodrill serves on committees with the Ohio Federation of Soil and Water Conservation Districts, Erie Regional Planning Commission, Erie County Metropolitan Planning Organization, and Erie County Access Management Board of Appeals. A resident of Huron Township, he also enjoys volunteer activities with local watershed groups and his church family, working on do-it-yourself home and landscape projects, outdoor activities, fishing and spending time with his wife, Gail and their two children, Colleen and Alex.
Dan Donaldson Lake County First Appointed: 02/01/2008 Current Term Ends: 02/01/2010	Mr. Donaldson is the District Administrator of the Lake County Soil and Water Conservation District and has worked with the district for more than 10 years. As District Administrator, Mr. Donaldson manages all district programs that include activities in both urban and agricultural arenas on over 146,000 acres. Mr. Donaldson is a member of the Ohio Association of Conservation District Employees, Certified Professional in Erosion and Sediment Control, and the Audubon Society.
George J. Goudreau, Jr. Cuyahoga County First Appointed: 2000 Current Term Ends: 02/01/2012	Mr. Goudreau is President and CEO of The Goudreau Companies, a group of companies founded in 1926, specializing in real estate development, construction and property management. Mr. Goudreau serves as Life Director & Executive Committee member of the Ohio Home Builders Association; life director, Executive Committee member and 2008 Chairman of the Land Development Committee of the National Association of Home Builders; past president and life director of the Home Builders Association of Greater Cleveland; past president and life director of the Northeast Ohio Apartment Association; is a full member of Urban Land Institute; and a member of the Cleveland Area Board of Realtors. Mr. Goudreau also serves on the University of Dayton School of Business Administration’s Business Advisory Council, the Ursuline College Board of Trustees and the Architectural Review Board in his village of residence.
Joseph A. Hayberger Erie County First Appointed: 06/01/2006 Current Term Ends: 02/01/2010	Mr. Hayberger is a Sandusky, Ohio area Realtor with more than 31 years of experience. A retired school teacher, Mr. Hayberger is a member of the Firelands Association of Realtors, Ohio Association of Realtors and National Association of Realtors. He also serves as the President of the Volunteer Center, President of Leadership Erie County, President for the Association of Retarded Citizens, Vice-President of Sandusky Main Street Association, Vice President of the Salvation Army and member of the Lions Club.
Dr. Robert T. Heath Portage County First Appointed: 1996 Current Term Ends: 02/01/2012	Dr. Heath is a Professor of Biological Sciences and Director of the Water Resources Research Institute at Kent State University. For 36 years Dr. Heath has conducted research on the ecosystem ecology of Lake Erie, Old Woman Creek, the Cuyahoga River and other freshwater ecosystems. Dr. Heath serves on many committees including the Ohio EPA-Source Water Advisory Group, the Great Lakes Aquatic Ecosystem Research Consortium, and the Old Woman Creek Advisory Panel. He is a past-president of the Ohio Academy of Science, and a member of the International Association for Great Lakes Research and the American Association for the Advancement of Science. He is in his fourth term on the Coastal Resources Advisory Council.
James M. Kastelic Chair Cuyahoga County First Appointed: 08/01/2002 Current Term Ends: 02/01/2012	Mr. Kastelic is a Senior Park Planner with Cleveland Metroparks and former Deputy Director of the Cuyahoga County Planning Commission. Mr. Kastelic has more than 36 years of experience in city planning, land use regulation, public management, environmental resource assessment and site analysis. He is a member of the Cuyahoga Valley Communities Council, Cuyahoga Soil and Water Conservation District, Ohio Coastal Resource Management Project, Ohio and Erie Canal Towpath Trail Partnership and Dike 14 Environmental Education Collaborative. Mr. Kastelic’s professional memberships include the American Planning Association and the Ohio Planning Conference. He also serves as an adjunct faculty member in the Levin College of Urban Affairs at Cleveland State University.
John Keenan Ashtabula County First Appointed: 02/01/2005 Current Term Ends: 02/01/2010	Mr. Keenan is a Laboratory Technician for the Ashtabula-based Plasticolors, Inc., where he has worked since 1987. Plasticolors produces pigment dispersions used in many polymers including urethanes, epoxies, acrylic coatings and vinyls. Mr. Keenan received a BS in Mechanical Engineering/Technology from Kent State University in 2000. He was a licsensed Realtor from 1991-2005, has served as an Able Bodied Seaman aboard the U.S.M.S. North Star III, Helmsman/Watchman from 1983-1984 and was a Seaman for the Cleveland Cliffs Iron Company and the Interlake Steamship Company from 1978 to 1982. Mr. Keenan has served on the Ashtabula Parks and Recreation Board and was a founding member and past president of The North Shore Trail Rails to Trails program.
David K. Miesmer Wood County First Appointed: Current Term Ends: 02/01/2010	Mr. Miesmer is a retired planner from Wood County.
James M. O’Connor Lorain County First Appointed: 06/01/2008 Current Term Ends: 02/01/2010	Jim O'Connor lives in Sheffield Lake with his wife and two children. He coaches youth baseball and he is the CYO Athletic Director at St Thomas in Sheffield Lake. Jim and his family have lived on the lake since 1997, and he is a member of the Ohio Lakefront Group.
David M. Spotts, Esq. Vice Chair Ashtabula County First Appointed: 06/01/2006 Current Term Ends: 02/01/2010	Mr. Spotts is an Admiralty & Maritime attorney operating his own firm. A 1975 graduate with honors of Cleveland-Marshall College of Law, Mr. Spotts is a member of the Federal Bar Association (President, Cleveland Chapter, 1991-1992), Maritime Law Association of the United States, International Shipmaster’s Association, American Yachting Counsel, Ohio State Bar Association, and Ashtabula Bar Association.
Rachel Tatter Cuyahoga County First Appointed: 02/01/2008 Current Term Ends 02/01/2012	Ms. Tatter is an attorney with Thompson Hine, LLP, in Cleveland and focuses her practice on commercial real estate. Ms. Tatter received her law degree from Georgetown University Law Center in 2001. She is a member of the Art House, Inc., Board of Trustees and volunteers at Harvey Rice Elementary School in Cleveland.
Vince Urbanski Lake County First Appointed: 02/01/2005 Current Term Ends 02/01/2012	Mr. Urbanski has been an Environmental Planner with Lake Metroparks since 1996. As a planner, Mr. Urbanski oversees the Department of Environmental Planning and Stewardship, the park district’s GIS Specialist and Biologist and is responsible for writing grant and land acquisition requests. Mr. Urbanski is a member of the Grand River Partnership, Chagrin River Watershed Partners and the Lake County Coastal Planning Committee.
Douglas Wright Lucas County First Appointed: 02/01/2008 Current Term Ends: 02/01/2010	Mr. Wright is a Senior Investment Advisor with Sperry Van Ness InvesTek Realty, LLC. He has more than 15 years experience in commercial real estate/investment property sales in Lucas County and holds real estate licenses in Ohio and Michigan. Mr. Wright serves on the City of Toledo’s Business Advisory Council, the Toledo Board of Realtors (TBR) Professional Standards Committee, and as a member of the TBR Governmental & Legislative committee. He has served on the TBR Executive Committee, the TBR Board of Directors, as president of the TBR in 2006, as past chairman of the TBR Public Policy Committee, as past chair of the Commercial Industrial Committee, and as a member of the TBR Grievance Committee. Mr. Wright has served as the Director of the Ohio Association of Realtors (OAR), OAR’s Commercial/Industrial Committee and Legislative Committee, on the Strategic Planning Committee for the Property Rights Coalition, as a member of the Board of Directors for the Property Rights Coalition, on the strategic planning committee for the creation of TMACOG's Growth Strategies Council, on the Excutive Committee of TMACOG, and as Co-Chair of TMACOG's Growth Strategies Council. Mr. Wright holds a Bachelor of Science in Economics from Eastern Michigan University. He has earned the prestigious Certified Commercial Investment Member (CCIM) designation, is a life member of the Toledo Board of Realtors Million Dollar Club and is a life member of the Ohio Association of Realtors Presidents Sales Club Award.
