Funding Sources

The 34 federally approved state and territory Coastal Zone Management Programs receive federal funds to assist with their efforts to protect, restore and responsibly develop the nation's important and diverse coastal communities and resources.

The annual fiscal year award from the National Oceanic and Atmospheric Administration (NOAA) to all coastal states and territories for implementation of their Coastal Zone Management Programs is approximately $67 million. This includes the funding for implementation of coastal nonpoint pollution control programs.

Approximately 50 percent of the $2 million in federal funds NOAA annually provides to Ohio are passed through to other state or local entities in the form of grants to assist with protecting and managing coastal resources. The other half support the work of the Office of Coastal Management.

By using both federal and state funds, the Coastal Management Program strengthens the capabilities of each partner to address coastal issues.

The Office of Coastal Management has three funding sources. OCM does note receive General Revenue Funds.

Federal Grant from NOAA
Ohio receives approximately $2 million annually from the National Oceanic and Atmospheric Administration (NOAA) to implement the federally approved Ohio Coastal Management Program. This money must be matched with non-federal funds on a 1:1 basis. A portion of this funding is used to award communities grants under the Coastal Management Assistance Grants program. NOAA's federal funding falls into the Federal Coastal Zone Management Act (CZMA) Sections 306/306A, 309 and 310.
Mining Royalties - Fund #5140
This funding comes from royalties collected from companies mining salt under Lake Erie and from the mining of sand and gravel from the bed of Lake Erie. The amount of funding is generally based on the quantity mined (see Ohio Revised Code Section 1506.41). Resources from this fund are matched to the annual NOAA grant.
 
Lease Payments - Fund #6970
This revenue is from Submerged Lands Leases for projects occupying the territory of Lake Erie (see Ohio Revised Code Section 1056.11). Fifty percent of collected rentals are returned to the local jurisdiction (village, city, county or port authority). OCM staff process the invoicing for approximately 850 leases, collect the revenue and then disburse to the local communities their share of the funds. Resources from this fund are matched to the annual NOAA grant.
