Ohio Coastal Management Program

Funding Sources


Annual grant from the National Oceanic and Atmospheric Administration (NOAA) to the Office of Coastal Management. The Federal Coastal Zone Management Act (CZMA) Sections 306/306A, 309 and 310 grants are made available to assist in Ohio Coastal Management Program implementation activities by state and local entities.

Royalties from the mining and removal of sand, gravel, stone, gas, oil and other minerals and substances from and under the bed of Lake Erie, (Ohio Revised Code Section 1506.41). Resources from this fund are matched to the annual NOAA grant.

Lease payment for structures or fills occupying Lake Erie, (ORC Section 1506.11). Fifty percent of lease payments are returned to the local authority from which the funds came. Resources from this fund are matched to the annual NOAA grant.

Nationally, the 34 federally approved state and territory Coastal Zone Management Programs receive federal funds to assist with their efforts to protect, restore and responsibly develop the nation's important and diverse coastal communities and resources. Through Coastal Zone Management Programs, states and territories agree to work in partnership with the federal government toward balancing the conservation and development of coastal resources using state and territorial management authorities, thereby providing for the sustainable development of our nation's coastal areas.
 

In fiscal year 2009, the National Oceanic and Atmospheric Administration (NOAA) distributed $67.5 million to states and territories for implementation of their coastal management programs, including funding for coastal nonpoint pollution control programs.

In Ohio, NOAA provided a grant of $2.091 million in state fiscal year 2009 to help support the Ohio Coastal Management Program. Approximately 50 percent of the federal funds provided by NOAA are annually passed through to other state or local entities in the form of grants to assist with protecting and managing coastal resources; the other half support the work of the Office of Coastal Management.

Federal Coastal Zone Management funds provided to states and territories require a 100 percent non-federal match. Ohio’s non-federal matching funds come from a variety of sources, including revenue from the mining of resources under the bed of Lake Erie (ORC Section 1521.41, Fund 5140), and submerged land lease payments (ORC Section 1506.11, Fund 6970). Funding of the state match from the other state and local agencies is determined in grant proposals.

The Office of Coastal Management does not receive any General Revenue Funds from the state of Ohio.
