FLEXTIME POLICY-PROCEDURE

 

Effective February 1, 2008
Purpose To set forth guidelines in developing and implementing consistent and uniform employee-initiated flextime policies within the divisions/offices; to provide employees the opportunity to work other than a standard work week, while at the same time, meeting the needs of the Departments internal and external customers. This policy is not intended to affect employer-mandated, nonstandard work schedules (i.e., other than Monday through Friday, 8:00 a.m. to 5:00 p.m.) that are necessary to meet the operational needs of the divisions/offices.

Guidelines

Each division/office has the option of approving the use of flextime work schedules. However, each division/office electing to offer flextime schedules must submit a flextime policy to the Director for approval. Such policies must include, but are not limited to, provisions addressing the following:

  • Adequate staffing levels must be maintained between the core hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.
  • The impact state holidays will have on flextime schedules where applicable.
  • The identification of selection criteria when multiple/duplicate requests are made by employees.
  • Initial approval must be obtained by supervisor prior to an employee’s utilization of flextime.
  • Final approval must be obtained by submitting a written request to the division/office chief or designee securing his/her concurrence.

Flextime is a privilege and not a guaranteed right. Supervisors may disapprove flex-time requests or require an employee to return to normal working hours for sound operational reasons.

This policy in no way supersedes the negotiated language in the applicable labor agreements.
