SWIMS (Soil and Water Information Management System)

The Soil and Water Information Management System (SWIMS) is a component of Linnet's Watershed-The System® program designed specifically for the Ohio Department of Natural Resources (ODNR), the Division of Soil and Water Conservation (DSWC), and the Ohio Soil and Water Conservation Districts (SWCDs).

SWIMS is an integrated administrative, operational, and decision making system that supports all conservation business functions and practices, across multiple conservation agencies and administrative units. SWIMS has been designed to meet the demands of multiple decentralized computing environments and the needs of diverse stakeholders and conservation program participants. SWIMS various modules will assist you in almost all aspects of your day-to-day business - from recording client information and Con6 Notes, to planning projects and best management practices, to applying for funding such as Pollution Abatement Cost Share funds. The following is a brief outline of the modules found in SWIMS:

• Client Files - allows you to add, maintain, deactivate and activate client records. A client is someone who owns and/or operates land on which conservation practices have been or will be established.
• Objectives - allows you to add, maintain and delete objectives and initiatives. An objective is a particular conservation goal to be accomplished. Initiatives are the yearly, quantifiable activities planned to accomplish the objective.
• Land and Water Projects - Land & Water is a core module that manages information about pollution abatement projects, watershed projects, special projects and technical assistance. It keeps track of BMP implementation, project costs, funding sources, inspection schedules and results. SWIMS User Guide 2 051005 SWIMS User Documentation.
• Fund Manager - Fund Manager allows the DSWC to create and track funds that can be distributed to the SWCDs. It also allows SWCDs and other users to set up and track their own local funds, which can come from multiple funding sources. Fund Manager provides a place for funding agency (source agency) information to be stored and allows individual transactions against the fund to be tracked.
• Grant Manager - Grant Manager encapsulates all aspects of the Grant Application process. It allows the DSWC to issue Requests for Proposals (RFPs), such as Pollution Abatement Cost Share or State Match, and allows SWCDs to respond. Finally, it allows the DSWC to adjudicate the grant applications, approving or rejecting applications as necessary.
• Monitoring Sites - Monitoring Sites allows you to add and maintain monitoring sites records. A monitoring site is a location where some form of environmental quality monitoring is occurring or going to occur on a regular basis. Monitoring Sites records information about the site such as monitoring period, frequency and parameters being monitored. Each monitoring instance and its results can be recorded as well.
• Reporting - Reporting allows you to generate reports from information collected in the SWIMS application. It provides a number of predefined reports that can be run against the database.
• Pollution Complaints - The Pollution Complaints module allows you to record and manage any pollution complaints that are brought forth. It allows you to record the information that is contained in the Pollution Investigation Report (PIR) and its supplemental information pages.
• Timesheets - The Timesheet module allows you to record and manage staff time. The information collected can be used to help generate paycheck vouchers and to report information to funding sources.
• Management Reporting - Allows users to generate reports from information collected in the system. System will have “canned reports”.
• Query Builder - Provide ability to custom design queries. Has Thematic Mapping capabilities.
